The evolution of Shenzhen’s household registration settlement system serves as a miniature of the Special Economic Zone’s reform and opening-up as well as the modernization of population governance. Upon the establishment of the Special Economic Zone in 1980, Shenzhen only had 13,000 registered permanent residents. Population management followed rigid planned control, with settlement channels limited to institutional recruitment and cadre transfer. Amid rapid industrial expansion, massive labor inflow created a severe imbalance between household registration quotas and population mobility demands. In 2016, Shenzhen overhauled its settlement system systematically to implement national household registration reform policies, issuing the revised Provisions on Household Registration Admission in Shenzhen which defined three core settlement categories: approval-based talent settlement, point-based settlement and policy-linked settlement. Policy dividends yielded remarkable results: over the 13th Five-Year Plan period, Shenzhen recruited 1.2 million new talents, with registered residents surging by more than 58% in five years.
