深圳政府近期的一项举措引发了广泛关注，这一做法颇为值得玩味。大批工程车辆涌向罗湖区一座已废弃的老旧垃圾填埋场。该填埋场建于 1983 年，因垃圾填埋量达饱和，于 1997 年关停，场内填埋的垃圾超 400 万吨，不仅存在地下水污染的高风险，还会释放可能引发爆炸的甲烷气体。近期，当地启动了该填埋场的开挖工程，工程并非为了填埋新垃圾，而是要挖出那些被掩埋了数十年的陈年垃圾。

Interestingly, a recent move by the Shenzhen government has attracted significant attention. Trucks have been flocking to an old 1___ landfill in Luohu. Built in 1983, it was closed in 1997 after reaching full capacity. It contained over 4 million tons of rubbish, posing a high risk of groundwater contamination and methane emissions, which could cause explosions. Recently, an engineering project was launched to excavate the site. Instead of dumping new waste, they are digging up trash that has been buried for decades.

There are two main rationales for this.First, the site sits on prime real estate in the city center. Removing the waste frees up valuable land for a new High-Tech Industrial Park. This has 2___ economic implications for Shenzhen’s goal of becoming the 'Silicon Valley of China. Second, technological innovations now allow for a safe way to process this waste. Shenzhen currently has five incineration plants processing over 5,000 tons daily. Advanced equipment sorts the waste automatically: combustible waste is burned to generate electricity, while inert materials are repurposed into construction bricks.

It is a fascinating paradox. Technology was long regarded as the culprit of environmental problems—driving mass production and 3___ . Historically, some cities in China have implemented different policies, including providing incentives to encourage inhabitants to sort and recycle their waste. The goal is to reduce the amount of trash dumped directly into landfills, which occupy valuable city land and cause environmental issues like soil contamination. Unfortunately, these policies have failed to achieve the expected outcomes because many city dwellers lack the environmental awareness to participate in and support such initiatives. Yet now, technology appears to offer the only viable solutions to the problems it helped create.
