国家自然科学基金委员会自2021年起，设立国家自然科学基金优秀青年科学基金项目（海外）。优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学，工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。

3年

1. 目前尚未全职回国（来华），或于2025年1月1日后回国（来华）开展工作者。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。

2. 在获得博士学位（海内外学位皆可）之后，至2026年4月15日之前，于海外知名高校、科研机构或企业研发部门担任正式教学或科研职位，并具备连续36个月以上的相关工作经验。

3. 须已取得博士学位，在所从事领域获得同行专家认可的科研成果或专业技术成就，且展现出成长为该领域学术领军人才或杰出学者的潜力。

4. 海外获得博士学位且成果表现特别突出者，相关工作年限要求可适当放宽。

1. 执行中央有关部门关于国家科技人才计划统筹衔接的要求。

2. 同层次国家人才计划只能申请或承担一项，不能逆层次申请。

Interdisciplinary: Establishing a comprehensive interdisciplinary system covering AI systems, fundamental theories, core technologies, and broad applications.

Industrial: Incorporating industry mentors, building AI training bases, promoting two-way collaboration between academia and industry on research projects, and driving theoretical innovation and practical breakthroughs in key fields.

Since 2021, National Natural Science Foundation of China has established the Overseas Young Talents Program under the National Natural Science Foundation's Outstanding Youth Science Fund. The program aims to attract and encourage outstanding young overseas scholars (including non-Chinese talents) who have achieved notable accomplishments in natural sciences, engineering technology, and related fields, intending to return to or work in China. Applicants are empowered to independently choose their research directions and pursue innovative studies, thereby accelerating the research development. The program seeks to cultivate a cohort of outstanding academic leaders poised to advance global scientific frontiers and contribute to building China into a science and technology powerhouse.

RMB 1M - 3M

3 Years

1. Applicants shall not start working full-time in China, or commenced work in China on or after January 1, 2025. If successfully selected, applicants will be required to resign from current overseas position and commit to work as full-time in China for at least 3 years.

2. After obtaining a doctoral degree (either from a domestic or international institution), the applicant must have held a formal teaching or research position at a renowned overseas university, research institution, or corporate R&D department for a consecutive period of at least 36 months prior to April 15, 2026.

3. Applicants must hold a doctoral degree and have achieved research accomplishments or professional technical achievements recognized by peer review in the relevant field, demonstrating potential to grow into a leading academic figure or distinguished scholar in the field.

4. For applicants who earned their doctoral degree overseas and have demonstrated exceptionally outstanding achievements, the requirement for relevant work experience may be appropriately relaxed.

1. The application shall be in accordance with the requirements regarding the coordination and linkage of national science and technology talent programs.

2. Applicants may only apply for or undertake one national talent program at the same level, and applying for lower programs is not permitted.
